Uproar in both Houses over CM's remark

Both Houses of Uttar Pradesh legislature witnessed uproarious scenes with the opposition parties, led by Samajwadi Party, creating ruckus in Vidhan Sabha and Vidhan Parishad over Chief Minister Yogi Adityanath’s “unparliamentary language” during his speech in the House 

In the Vidhan Parishad, the Samajwadi Party staged a walkout while in Vidhan Sabha the opposition members led by leader of opposition Ram Govind Chowdhury, demanded that the remarks of the Chief Minister be expunged from proceedings as the words he used were unparliamentary.

In both the Houses, the opposition lawmakers wore black armbands to register their protest.

In the Vidhan Sabha, though Parliamentary Affairs Minister Suresh Khanna said that the Chief Minister had not taken any names and that he was just giving an example on Wednesday, the opposition  demanded that the remark of Yogi Adityanath be removed from the proceeding of the House. 

While speaking on the supplementary budget on Wednesday, the Chief Minister had termed the opposition parties as snake and mongoose (saanp aur neola). 

The Chief Minister was not present in the House when the issue was raised during Question Hour and the opposition boycotted the proceedings.

Raising the issue when the House assembled for the day,  Ram Govind Chowdhury said the remark of the Chief Minister was an insult to the tradition of the House. 

“Such a remark by the leader of the House is also unconstitutional and undemocratic,” he said, while demanded that the words saanp’’ and ‘neola’ be expunged from the  records.

Bahujan Samaj Party leader lalji Verma said that comparing political parties with animals was an insult to the opposition parties. 

Congress leader Ajay Kumar lallu said that now a Chief Minister was using street language in the House which was unfortunate.

SP member Parasnath Yadav said it was unfortunate that a person like Yogi Adityanath, who was also a mahant of a peeth,  had made such a remark.

Defending the Chief Minister’s remark, Parliamentary Affairs Minister Suresh Khanna said that there was nothing controversial in the remark. 

“The Chief Minister had not taken name of any political party and had mentioned the names of the animals to give an example hence there is no need to expunge the words from the proceedings as they are not unparliamentary,” he said.

After hearing both the sides, Speaker Hriday Narayan Dikshit reserved his verdict.

In the Vidhan Parishad, both SP and BSP raised the issue and demanded apology from the Chief Minister. 

leader of the House Dinesh Sharma said the issue could not be taken up in the Vidhan Parishad as it related to Vidhan Sabha.

Chairman Ramesh Yadav agreed with Sharma contention. But not satisfied with the answer, the opposition continued to create pandemonium, forcing the Chairman to adjourn the House.
