Rs 3.16-cr irregularities in Athagarh NAC

A special audit conducted by the Housing and Urban Development Department revealed financial irregularities of Rs 3,15,99,045 in the Athagarh NAC between November 8, 2011 and September 30, 2017.

Auditors Fakir Mohan Kisahan and Digambar Mohapatra of the department conducted the special audit.

Additional Secretary to the Government BK Palit has written a letter to Athagarh NAC Executive Officer Hrusikesh Pani to furnish a compliance report soon. The report has suggested to recover Rs 97,80,486 and kept the rest amount of Rs 2,18,18,559 under objection, according to information.

The report mentions that receipts towards different heads of accounts are not reflected in the accountant cashbook.

The maintenance of accountant cashbook seems to be only reflection of receipts and expenditures without any details of accounts.

Important records such as Abstract Register of Receipts and Expenditures, Adjustment Register, Annual Accounts, Advance ledger, Outstanding Advance Register are not being maintained.

Excess payment than the actual amount due in the cashbook was showed.

Cashbook shows improper balancing. Non recoupment of advance amount since long together.

There is less realistion of royalty from the work bills. Municipal fund was lost due to allowing of excess rate than the approved estimate rate in work bills. In many cases, the tender documents kept in file are not signed by both the tendered and tendering authority and approving authority and only indicating that the executants are selected on nomination basis.

In many cases, no work completion certificate was furnished in the case records.

The deviation estimate is not approved prior to execution from the competent authority.

In many cases, no transparent tender and quotation process were undertaken and no sanction order of the State Government against the DlR staff engaged by the NAC.
