NHRC serves notice to State govt in gang-rape case

Friday, 31 July 2015 | Pioneer News Service | Lucknow

Taking suo motu cognisance of the alleged gang rape of a 10-year-old mentally challenged girl at a Mathura hospital where she was nursing her amputated leg, National Human Rights Commission (NHRC) has served a notice to the State government and sought detailed report in the matter.

According to an official release issued on Thursday evening, the commission has taken suo motu cognisance of a media report that a mentally challenged and disabled minor girl was raped in the district hospital at Mathura in the night of July 15 last. “A notice has been issued to the Chief Secretary calling for a report in the matter within four weeks,” NHRC release mentioned. The Commission observed that the government-run hospitals are duty-bound to exercise due care and heightened vigil and not to leave the helpless patients at anybody’s mercy.

In the present case, it appears that the deficiency in the security at the District Hospital at Mathura led to this incident. If it is true, then the issue raises serious questions of the violation of human rights of the victim.

According to a media report published on July 17, a 10-year-old girl was admitted to the hospital for treatment after falling from a running train. The right leg of the girl, who is reportedly an orphan, suffered multiple fractures and had to be amputated. Reports stated that the girl was taken away from the hospital by two men and raped. later, she was left near a ward of the hospital.
