Delhi BJP MPs submit memo to LG on issues plaguing rural areas

Thursday, 29 August 2024 | Staff Reporter | New Delhi

A delegation of Delhi BJP MPs met with the Lieutenant Governor Vinai Kumar Saxena on Wednesday and submitted a memorandum concerning various issues related to the rural areas of Delhi.

The delegation included Northeast Delhi BJP MP Manoj Tiwari, South Delhi BJP MP Ramvir Singh Bidhuri, West Delhi BJP MP Kamaljeet Sehrawat and North West Delhi BJP MP Yogendra Chandolia. The Lieutenant Governor acknowledged the memorandum submitted by the BJP MPs and assured them that appropriate action would be taken.

The Delhi BJP MPs raised issues regarding mutation being stopped in villages. It said that about five to six years ago, 89 villages were declared urbanised, which led to the cessation of land reforms in these areas, and the villages were handed over to the Delhi Development Authority (DDA) for development.

“As a result, mutations were stopped. Consequently, farmers are not able to sell their land, nor can agricultural land be transferred to their legal heirs, causing significant difficulties for farming families. We request your immediate intervention to resolve this issue,” they said.

Further they raised the issue of alternate plots where in they alleged that in 2002-03, the Delhi government acquired agricultural land in Delhi’s villages.

“According to the government’s acquisition policy, farmers were to be compensated with monetary compensation, an alternative residential plot and a shop for employment. However, even after 20 years this provision has not been fulfilled,” the BJP MPs stated.

“Until 2016, the Delhi government recommended the allocation of alternative plots, and DDA was allocating plots based on this recommendation. However, in 2019, farmers’ applications for alternative plots were rejected based on the 2011 Supreme Court ruling in the “Delhi Administration vs. Jai Singh Kanwar” case,” they said.

The delegation further claimed that in some instances, one brother received a plot under the same award, while another’s application was rejected, and the farmers were not provided with a copy of the order.

“In 2022, through the efforts of the committee, some farmers were able to obtain a copy of this order under another name, but many farmers still do not have it. The committee also demanded an investigation into the conspiracy against farmers by the government, but no investigation was conducted. We request you to take cognizance of this matter and issue an order for the allocation of alternative plots and shops as per the Delhi government’s policy in the interest of farmers,” they claimed.

Further, they raised the issue of DDA No Objection Certificate (NOC) for Electricity Meters infront of Saxena and said, “As you are aware, under the Master Plan 2041 for Delhi and to prevent the creation of new colonies, the DDA, in a meeting with electricity companies on 26 June 2023, directed them to demand NOC from DDA for new electricity meter applications.

As a result, new houses being constructed in the 1,671 unauthorised colonies are not being provided with new electricity meters by BSES due to the NOC issue.”

They claimed that is also affecting houses that already have meters and are applying for new connections. “Additionally, due to the non-availability of DDA’s NOC, electricity connections are not being provided in Lal Dora villages and 20-point plots. We request you to take note of this issue and resolve it promptly so that people are not deprived of basic amenities like electricity,” they said.

The BJP MPs requested Saxena to conduct a re-survey of the remaining areas under the PM Uday scheme and include them in the scheme.
