Crafting a new international relations theory

Saturday, 20 January 2024 | SUDHIR HINDWAN

The international community must remain vigilant against divisive forces that seek to disrupt the delicate balance of global relations

MIT Professor Norman J. Padelford's insights on International Relations are highly relevant to the current state of world politics. He acknowledges that International Relations involve the interplay of domestic politics, the evolving power dynamics, the contextual framing, and the impact of changing power relationships on global politics. Scenes once confined to Hollywood war movies, such as building explosions, attacks on installations, and warfare atrocities, are resurfacing in the postmodern world order. Recent months have witnessed the rise of international terrorism, regional conflicts in West Asia spilling over into neighbouring regions, ongoing Russia-Ukraine tensions, and simmeing unrest in Pakistan, all contributing to conflict and violence in international politics.

The escalating skirmishes, verging on war-like situations, underscore the role of envy as the source of many global miseries. The key to a peaceful prospectus lies in diplomatic efforts, emphasizing cooperation through transparent and reliable communication, built on trust and coordination. The focus of International Relations should shift toward increasing support and agreement on issues such as limiting climate change, promoting renewable energy, advancing technological know-how, and securing power generation sources. China's Belt and Road Initiatives reflect a subtle strategy to expand influence, while positive cooperation emerges in the strengthening ties between India and the EU, particularly with Germany, Italy, and the Netherlands.

The changing times demand a fresh perspective on international cooperation, emphasizing a mature reliance on diplomatic endeavours to formulate strategies for mutual economic prosperity. A new roadmap is essential to address security concerns arising from the expansionist missions of nations, particularly China. Recent agreements between the US and India, such as the Basic Exchange and Cooperation Agreement (BECA), mark a significant step in sharing geospatial data and enhancing defence ties. The 2+2 Dialogue further solidifies cooperation, particularly in countering threats from Chinese expansionism in the Indo-Pacific region.

International cooperation, exemplified by BECA and the Communication Compatibility and Security Agreement (COMCASA), can provide a platform for multi-layered security collaboration. Challenges, such as dealing with chemical weapons in the hands of terrorists, call for strict international laws and regulations. Cooperation between India and the US may create a mechanism to counter the spread of weapons like RDX and AK-47 assault rifles. However, framing a strategy to address religiously motivated terrorism remains a significant challenge.

The US-India agreement offers an opportunity to address narco-terrorism and curtail China's expansionist plans. The evolving threat landscape underscores the need for a new framework of security-related information sharing. Smaller countries are also adapting to global dynamics, prompting nations to upgrade methods for economic, strategic, and cultural integration to counter overambitious plans in international relations. The recent recognition of India as a leading mediator in the Russia-Ukraine conflict positions it to shape the direction of international politics in the future. The world is undergoing a major transnational transition, signalling a shift in power dynamics and the emergence of a new order. Recent global developments emphasize the importance of addressing popular aspirations and demands to prevent change and unrest. In conclusion, as the global landscape undergoes unprecedented transformations, it becomes imperative for nations to forge collaborative strategies that extend beyond conventional security concerns. The evolving dynamics of international relations call for a shared commitment to address multifaceted challenges such as terrorism, climate change, and technological disruptions. The agreements between the US and India signify a step towards fostering a collective approach to these global issues, establishing a foundation for sustained cooperation and mutual understanding.

Looking ahead, the success of these initiatives hinges on the ability of nations to rise above geopolitical rivalries and work together for the common good. It is crucial to nurture a global mindset. Embracing this ethos can pave the way for a more secure, stable, and prosperous world. The responsibility lies with nations to uphold the principles of peace, justice, and equality, steering away from the temptations of power politics. Through concerted efforts, a harmonious world order can emerge, where nations collaborate not only for their own interests but for the well-being of humanity.

In this journey towards a brighter future, India's role as a mediator and proponent of cooperation will be instrumental. By championing the cause of inclusive diplomacy, India has the potential to shape a world that truly reflects Louis Armstrong's sentiment – "What a Wonderful World." As nations navigate these complex times, it is the shared commitment to a common destiny that will ultimately determine the course of international relations, ushering in an era of prosperity and peace.
